CNY 2020-2025 Strategic Plan

The mission of ConnectNY is to share collections, leverage resources, and enhance services through cooperative initiatives and coordinated activities.

Strategic Statement 1: CNY builds community.

Goal 1.1 Facilitate opportunities to share experiences and best practices.

Objective: Create a community of learning to collaborate and share research and publication.

○ Timeline: November 2020 – February 2021

Objective: Community Engagement Committee will develop and hold an Innovation Day.

○ Timeline: Hold event by Spring 2022

Objective: Share knowledge regarding disaster planning and response.

○ Timeline: Ongoing, as needed

Goal 1.2 Increase and improve engagement and communication with internal and external stakeholders, including prospective members.

Objective: Establish a Communications Working Group to assist CNY staff in the development of internal and external communication.

○ Timeline: Fall 2020 –

The Working Group will:

○ Identify channels to communicate CNY values and mission internally to staff at member libraries.

○ Create ways to engage CNY contacts with the community.

○ Create a marketing plan that includes, but is not limited to:

■ Outreach to faculty and administrators at member libraries

■ Communication to non-members, including library directors/deans and administrators

■ Assessment of plan

Strategic Statement 2: CNY facilitates access to the diverse collections and content (physical, digital, and special) contained in member libraries.

Goal 2.1 The Shared Print Trust Management Committee will develop a plan to expand the Shared Print Trust.

Objective: The Committee will write a report that:

○ identifies a cost-effective method to analyze bibliographic and circulation data, and

○ incorporates best practices from the Partnership for Shared Book Collections into expansion of the program.

○ Timeline: Report completed by May 2021

Goal 2.2 The Digitization Committee will explore ways to share and develop digital collections.

Objective: Explore creation of virtual and/or traveling exhibits of special collections materials from membership.

○ Timeline: September 2020 – May 2021

Objective: Identify platforms for consideration, including partnering with another consortium, to establish a shared digital repository.

○ Timeline: September 2020 – May 2021

Goal 2.3 Identify alternative technology, methods, or models to support resource sharing and provide opportunities for collaboration on other levels.

Objective: Continue participation in the ReShare open source community.

○ Timeline: Ongoing

Objective: Explore providing a shared ILS as a CNY service.

○ Timeline: Ongoing

Objective: Evaluate options for delivery.

○ Timeline: Ongoing

Goal 2.4 Assess the user experience.

Objective: The User Experience and Metadata Committee will develop, administer, and assess a user experience study to compare the user experience with and without integration of the CNY shared catalog into discovery services.

○ Timeline: Spring 2020 – Spring 2021

Objective: Assess user experience with ReShare community as the product develops.

○ Timeline: Ongoing

Strategic Statement 3: CNY innovates to maximize value for members.

Goal 3.1 Develop new membership and governance structures that grow and sustain the organization.

Objective: The Ad Hoc Financial Modeling Committee will:

○ Develop a new membership model for Board consideration.

○ Explore expanding membership beyond academic institutions.

○ Recommend governance structures to support the new membership model.

○ Timeline: Ongoing

Objective: Establish a Committee of the Board to explore the development of an investment fund.

○ Timeline: January 2022

Goal 3.2 Better utilize data to assess and improve services, programs, and cost to demonstrate value. (Sponsor: Inga Barnello)

Objective: Establish a Working Group to write a white paper that:

○ Identifies metrics to assess services, programs, and cost.

○ Identifies methods for collection and analysis.

○ Recommends a method for sharing statistics at the Board level and across the membership.

Goal 3.3 Continue development of supporting efforts to facilitate access to freely available materials.

Objective: The OER Steering Committee develops, administers, and assesses the plan to build the CNY Affordable Learning Program.

○ Timeline: Ongoing

Objective: Explore collaborative approaches to the creation and discovery of open access content.

○ Timeline: October 2021-

Goal 3.4 Explore partnerships with consortia to complement and leverage CNY’s programs and services.

Objective: Explore partnerships with other lending networks/consortia.

Strategic Statement 1

ConnectNY is made up of diverse independent institutions operating as ONE to maximize human resources.

Goal 1-1: Facilitate expertise sharing across CNY institutions. (Marta Brunner, Goal Sponsor; Community Engagement Committee)

    • Develop, schedule, and hold in-person meetings/conferences, and/or plan meetings in coordination with other conferences (e.g., ACRL, ALA) members may attend.

ConnectNY develops new models of e-resource licensing.

    • Prepare a white paper with recommendations for consortial e-resource licensing practices for CNY.

ConnectNY enhances and expands access to all types of collections: print, digital, and special.

Goal 3-1: Develop a thorough understanding of the breadth, depth, and scope of the collections across CNY and employ strategies to increase access to these collections. (Jeff Katz, Goal Sponsor; Digitization Committee)

    • Explore the possibility of floating collections across the consortium based on use.
      • Timeline: September 2019 – September 2020
    • Produce a white paper for consortial collection development and awareness practices for print and ebook formats.

    • Prepare a white paper comparing our current technology infrastructure and other available technologies with the needs of the organization.

Goal 4-2: Improve the metadata in the CNY shared catalog to provide users with access to more print and electronic resources available to all members.

    • The User Experience and Metadata Committee will develop bibliographic record contribution guidelines. 
      • Timeline: Fall 2017
    • Implement the bibliographic record contribution guidelines. 
      • Timeline: June 2018 – August 2018
    • CNY will manage contribution of E-book program bibliographic records into the shared catalog. (E-book Committee)

Strategic Statement 5

ConnectNY is entrepreneurial in maximizing funding and resources.

Goal 5-1: Increase the consortial database by one-third.

  • Objective:
    • Incorporate other consortia and/or other libraries.

Goal 5-2: Enact variable funding structures within the membership. (Ad Hoc Financial Modeling Committee)

  • Objectives:
    • Investigate funding structures of similar consortia.
      • Timeline: January 2019 – June 2019
    • Draft a comprehensive variable fee and funding structure that incorporates budget modeling.

Goal 5-3: Develop a model for the sale of consortial services, technology, and/or staffing services to non-consortial partners.
